Partner
Kelly J. Keeling has been with the firm since 1993, and has over 25 years of property tax law experience. Kelly prides herself on working with clients ranging from sole proprietors to large commercial property owners throughout the Chicagoland area. She is successful at obtaining property tax relief at all levels of appeal, including hearings before the Property Tax Appeal Board. In addition, Kelly is skilled at estimating property taxes, and assists clients with planning their future tax liabilities.
Kelly is a board member of VetTech US and teaches fitness classes to keep up with her children.

Jennifer A. Burke has more than 20 years of experience representing property owners and businesses in real estate valuation matters with specific focus on local, state, and federal environmental regulations impacting property value. She joined the firm after serving on the Illinois Pollution Control Board from 2011 to 2017. Previously, Ms. Burke was senior environmental counsel for Chicago’s Law Department and a partner in Jenner & Block. Ms. Burke is an adjunct professor at University of Illinois Chicago School of Law and Loyola University’s School of Environmental Sustainability.
She can be found at parks and fields across the greater Chicago region with her husband and 4 sons.

Christopher M. Caira has more than 20 years of experience in property tax law. He has extensive experience practicing before county assessors, boards of review, and the Illinois Property Tax Appeal Board. He has provided strategic advice on hundreds of potential acquisitions to help determine the presence of potential liabilities or possible incentives. He has obtained valuable exemptions for government, educational, charitable, and hospital properties over his career.
A proud Northwestern alum, he enjoys attending Wildcat sporting events and spending time with his wife and children.
